Competition Index (20%)
Average bids per tender and supplier diversity measured by Herfindahl-Hirschman Index.
Deviation Rate (30%)
Inverse of deviation rate — fewer deviations relative to total procurement means higher score.
Timeline Compliance (20%)
How quickly tenders are awarded after closing. Faster, compliant processes score higher.
New Entrant Rate (15%)
Percentage of awards going to first-time suppliers. Higher rates indicate accessible markets.
Plan Alignment (15%)
How closely actual procurement matches published APP/SDBIP plans.
