Facilities management (FM) encompasses all services needed to keep government buildings operational—from cleaning and security to maintenance and catering. These contracts are often multi-year and can provide stable revenue for qualifying service providers.

FM Service Categories

Government FM tenders are typically divided into "soft" and "hard" services, each with different requirements and evaluation criteria.

Winning Cleaning Tenders in South Africa (PDF manual)

Cleaning is the biggest soft service in FM bids, and it is priced off a legally enforced council rate. This 23-page working manual builds the loaded rate from the official R33,27 line by line, prices a full worked site, and shows the two traps that turn a 15 percent margin into 4,6 percent by year three.

Council rates change annually; the manual dates every figure.

Contract Types

Term Contracts

Most FM services are procured through term contracts:

  • Duration: Typically 3-5 years
  • Renewal: Often with 1-2 year extension options
  • Payment: Monthly invoicing based on SLA performance
  • Price escalation: Annual CPI or agreed percentage increases
Long-Term Value: Term contracts provide predictable revenue but require sustained service delivery. Budget for staff retention and quality management over the contract period.

DPW Contracts

The Department of Public Works and Infrastructure (DPWI) manages many government buildings. Key DPW contract types include:

  • Leased-in accommodation: FM for leased government offices
  • State-owned properties: Comprehensive FM for owned buildings
  • EPWP contracts: Labour-intensive maintenance programs

Compliance Requirements

Tender Readiness Pack

Tell us where your business stands and we prepare a personalised readiness pack: your document checklist with status marks, the gaps that would disqualify a bid today, and a prioritised action plan for fixing each one.

A readiness assessment, not a guarantee of tender success.

Required Registrations

  • PSIRA: Mandatory for security services
  • CIDB: Required for maintenance above R200,000
  • DoL Registration: For labour broker services
  • CSD: Central Supplier Database registration
  • Sector Bodies: NCCA (cleaning), SAFMA (facilities management)

Personnel Requirements

FM contracts require qualified personnel:

  • Supervisors with relevant experience and qualifications
  • Trained operatives (cleaning, security, maintenance)
  • Background checks (especially for security personnel)
  • Health and safety representatives
  • First aid trained staff
Labour Law Compliance: FM contracts involve many workers. Ensure full compliance with Basic Conditions of Employment Act, sectoral determinations, and UIF/COIDA requirements.

Winning Strategies

Proposal Content

Site Understanding: Always attend site visits. Your proposal should demonstrate specific knowledge of the site's requirements, not generic solutions.
  • Detailed work schedules: Show daily, weekly, monthly tasks
  • Staffing plan: Numbers, shifts, qualifications, supervision
  • Equipment list: Machinery, tools, consumables you'll provide
  • Quality management: Inspection schedules, KPIs, reporting
  • Health and safety plan: Risk assessments, PPE, training
  • References: Similar contracts successfully delivered

Pricing FM Services

Cost ElementConsiderations
LabourWages, benefits, overtime, leave cover, training
EquipmentPurchase/lease, maintenance, replacement
ConsumablesCleaning materials, chemicals, uniforms
ManagementSupervision, admin, reporting, quality control
OverheadsInsurance, transport, communication
EscalationAnnual increases over contract period
Minimum Wages: Don't underprice labour. Sectoral determinations set minimum wages for cleaning and security. Pricing below these rates will disqualify your bid or lead to labour disputes.

Common Mistakes

  • Not attending compulsory site visits
  • Underestimating staffing requirements
  • Missing PSIRA registration for security tenders
  • Generic proposals that don't address site-specific needs
  • Pricing below minimum wage requirements
  • No transition plan for contract takeover
  • Inadequate equipment for the scope of work

Frequently Asked Questions

Can I bid on cleaning and security together?

Only if the tender is structured that way. Many government entities prefer separate contracts for different services. If bundled, you'll need all relevant registrations (PSIRA for security, etc.).

What happens to existing staff when I win a contract?

Section 197 of the Labour Relations Act may apply if employees are transferred with the business. You may need to absorb existing staff on their current terms. Budget for this in your proposal.

How important is B-BBEE for FM contracts?

Very important. FM contracts often have 20-30 points allocated to B-BBEE. Many contracts also have set-asides or subcontracting requirements for empowered suppliers.

Next Steps

No CSD, no government business

CSD Registration

Every government tender needs you on the Central Supplier Database first. We register your business on CSD, or fix a profile that is stuck or non-compliant, and map your commodity codes to real tender demand.

Can you actually win a government tender right now?

Most bids are rejected on paperwork long before anyone reads the price. Score your business against what organs of state actually verify - CSD, SARS status, B-BBEE, CIPC, CIDB and COIDA - and see exactly which document is standing between you and a valid bid.

Free, and you see your full result immediately. We ask for your name and an email or phone number so we can send you the scorecard.
