Construction is one of the largest sectors in government procurement. To bid on construction tenders, you must be registered with the Construction Industry Development Board (CIDB) and hold the appropriate grading for the contract value. This guide covers registration, grading, and winning strategies.

CIDB Overview

The CIDB is the statutory body that regulates the construction industry in South Africa. All contractors working on public sector projects worth more than R200,000 must be registered.

Mandatory Requirement: No government department, municipality, or public entity can award a construction contract to an unregistered contractor.

Grades Explained

Start Where You Can: Most new contractors start at Grade 1-3. Build your track record with smaller projects before pursuing higher grades.

Upgrading Your Grade

To upgrade, you must demonstrate:

  • Successful completion of projects at your current grade
  • Increased financial capability (working capital, assets)
  • Qualified personnel (site agents, project managers)
  • Plant and equipment ownership or access
  • Health and safety compliance

Works Categories

CIDB registers contractors in specific categories of work:

General Building (GB)

Covers construction of buildings including:

  • Residential and commercial buildings
  • Schools, clinics, community centers
  • Renovations and alterations
  • Interior fit-outs

Civil Engineering (CE)

Covers infrastructure projects including:

  • Roads and bridges
  • Water and sanitation infrastructure

Bid Documentation

  • Valid CIDB registration certificate (check expiry date)
  • Tax Clearance Certificate (TCS PIN verified)

  • Completed SBD forms (especially SBD 4 - Declaration of Interest)

Abnormally Low Tenders: CIDB tracks contractors who consistently bid below market rates. This can lead to investigation and potential deregistration.

  • Account for all preliminaries and general items
