eTenders Portal: How to Find and Download Government Tenders

eTenders (etenders.gov.za) is National Treasury's free publication portal for South African government tenders. It is where most national and provincial adverts appear first. It is also slow, hard to search, and incomplete — it does not carry every municipality, SOE or public entity. This guide covers how to get what you need out of it, and what it will never show you.

What eTenders Actually Is

eTenders is a noticeboard, not a bidding system. Three things follow from that, and misunderstanding them is the most common reason a first bid never gets submitted:

• You do not submit through it. Bids are delivered exactly as the tender document instructs — usually a sealed hard copy in a numbered box at a named address, sometimes an email address or a departmental portal.
• An account is optional. You can search and download without registering. Registration only adds saved searches.
• CSD is the separate, mandatory one. No government body may award to a supplier who is not Active on the Central Supplier Database. See our CSD registration guide.

Searching the Portal

The single most useful thing to know about searching eTenders is that tender titles are mostly useless. Roughly four in five adverts have a title that is just a reference code — RFQ2026/157, E3011DXKZN, 292S/2025/26. The description carries the actual work.

So search for the work in plain words: cleaning, security guarding, supply and delivery of laptops, borehole. Searching for the polished phrase you would use in a proposal returns nothing.

The Filters That Matter

• Province — set this first. It removes the most noise.
• Department / organ of state — if you already supply one department, start there; you understand their paperwork.
• Closing date — anything closing inside a week is usually not worth starting from cold unless you have bid for that buyer before.

Reading a Tender Advert

Before you spend a day on a bid, check these five fields on the advert:

• Closing date and time. Late is late. Boxes close to the minute.
• Compulsory briefing session. If there is one and you miss it, your bid is disqualified unopened. This disqualifies more first-time bidders than pricing does.
• Required registrations. CIDB grading for construction, PSIRA for security, a valid tax compliance PIN for everything.
• Evaluation method. 80/20 or 90/10 price-to-preference, and whether functionality is scored first with a minimum threshold.
• Enquiries officer. A real person with a phone number. Use them.

Downloading the Bid Documents

The advert links to the bid pack. Frequently that link points at the buying department's own website rather than at eTenders, and often it is broken or was never populated.

When that happens, phone the enquiries officer and ask them to email the pack. This is completely normal and they will not think less of your bid for asking. Do it early — not on the closing morning.

When the Portal Will Not Cooperate

• Timeouts and blank result pages. Usually load. Narrow the filters rather than retrying the same broad search, and try outside 09:00–11:00 on weekdays.
• Amended closing dates. Extensions are published as a separate notice and the original advert is not always updated. Re-check before you submit.
• Duplicate adverts. The same tender re-published under a new reference usually means the first round was cancelled. Bid on the newest one.

What eTenders Does Not Show You

This is the part most bidders learn late. eTenders is strong on national and provincial departments and weak everywhere else. Large volumes of municipal work, SOE work (Transnet, Eskom, PRASA) and public-entity work are advertised only on the buyer's own site, in the Government Tender Bulletin, or in a provincial newspaper.
